Your idea of how long it takes to do something is quite correct for an RM during the Large Scale Hex Play (page 75) and the Detailed Hex Play (Fixed and Dungeon Play). But in this specific instance, we are talking about a special situation: Combat. The rules try to reflect a tight situation, with many moving units in a small space. And all are trying to be the first to strike, the first to get the upper hand. Another view on this could be, that the rules try to simulate events that happen nearly at the same time, but the structure and character of a pen and paper game require clear sequences. I find the solution with the stances and how you can bluff in RM quite intriguing.
