Given the fact that the size of a creature is a defining detail of the creature, your view of it as a base damage is somewhat correct.
The extra damage defined by the attack and weaponry give you as GM the freedom to customize it easily and to give or take some slack.

Regarding your first question: You use your total AR to determine the Movement Penalty. Hence the creature in the example on page 36 gets a -1 m movement penalty. With regards to the armour table for entire sets you are right. The AR for Leather should be 18 and for Chain mail 30. Cheers for pointin...
